Cluster analysis of atmospheric emissions in the Russian Federation: a regional aspect

The article presents the main results of studying greenhouse gas emission processes in Russia. The relevance of the research lies in the fact that its results can become the basis for indicative planning for reducing atmospheric pollution and decarbonizing the economy of the Russian Federation. The purpose of the study is to identify the main directions for reducing atmospheric air pollution in the constituent entities of the Russian Federation. Materials and methods. The information basis of the study consists of statistical data from Rosstat for the period 2000–2022 for 82 subjects of the Russian Federation, federal districts, the cities of Moscow, St. Petersburg, Sevastopol and the Russian Federation as a whole. In the course of the study, correlation and cluster analysis ("k-means" methods and determining the medians of each cluster) were performed, as well as the principal component method. Results. Based on 14 calculated indicators, 5 main components characterizing atmospheric pollution were formed: the 1st is the economic component, the 2nd is the social component, the 3rd is the contribution made by mobile sources, the 4th is predominance of solids and carbon monoxide in emissions, the 5th is social and economic consequences of Sulphur dioxide emissions as well as economic ones – those of nitrogen oxides and hydrocarbon emission. The study substantiated a model for analyzing the social and economic consequences of greenhouse gas emissions, which assessed the economies of the federal districts of the Russian Federation and the subjects of the Volga Federal District. The results also gave us the opportunity to identify 6 clusters, including the subjects of the Russian Federation, which differ in different levels of the main aspects of greenhouse gas emissions. Conclusions. For the regions assigned to cluster 1, it is necessary to plan implementing the measures and investments aimed at reducing hydrocarbon emissions. For the regions of cluster 2, which are characterized by the most unfavorable indicators of the social burden of atmospheric pollution, the priority goal is to reduce carbon monoxide emissions. In the regions of cluster 3, which are the most prosperous, the strategy for reducing all types of emissions should be continued. Measures for the regions included in cluster 4 should be aimed at reducing emissions of sulfur dioxide, nitrogen oxides and solids. In the regions of cluster 5, it is necessary to ensure reduction of all types of atmospheric emissions, paying special attention to reducing emissions of hydrocarbons, nitrogen oxides and carbon monoxide. In the regions of cluster 6, it is necessary to reduce emissions into the atmosphere from mobile sources of pollution. The practical significance of the presented research is due to the fact that the proposed model will make it possible to make effective management decisions when developing strategies and programs for emission-free development and decarbonization of the economy of the subjects of the Russian Federation.
