Improving the System of Municipal Management in the Sphere of Education

This article discusses the issue of improving the system of municipal management in the sphere of education. The relevance of this topic is due to changes in the educational system in the Russian Federation at all levels, which occur in difficult conditions of "breaking", i.e., transition from one organizational form to another. It is at the level of municipalities that it is possible to more successfully implement the set of measures to change the sphere of education and to improve its management system. Modern educational system depends on many factors that must be taken into account when analyzing the management system. The article provides a definition for a municipal management of the educational system. It also gives and examines the main directions of improving municipal management of the educational system. The article also presents groups of problems that hinder the effectiveness of municipal management in the field of education. In conclusion it is emphasized that in addition to the analyzed areas, an important role is played by the introduction of new management technologies.
