Functions of the state in ensuring survivability of industries faced with the threat of recession

The article considers the problems of life-sustaining industries that experience decline in production. The author defines the reasons for recession in agriculture, and describes the inferior position of domestic producers at the markets of agricultural food products, seeds, pedigree livestock, biotechnologies, and agrochemical products. The author reveals the main goal of foreign corporations' strategy at the seeds and biotechnologies markets, as well as in agrochemistry, and the danger it may bring to the country's agricultural producers and food security. The article gives characteristics and reasons for the factors that impede achieving complete import substitution concerning the majority of agricultural products under the current conditions. The author suggests a way out of the situation fraught with a depression of agrarian sector by implementing a systemic and purposeful policy towards supporting this sector of economy.
