Features of model formation of project office management in educational organization

The relevance of the research is determined by the need to find tools for integrating project management technologies into the activities of project departments of educational organizations. The purpose of the study is to develop a two-level management model for the project office of an educational organization based on the analysis of existing project management models and determining the specifics of the formation of such models in the working environment of an educational organization. Materials and methods. The main materials for the research were scientific papers on project management, research results in the field of management of educational organizations and illustrative materials from business Internet resources. The methods of analysis and comparison were used in the work. The results of the study. Based on the identification of key features of the formation of project management models in the educational organizations operating environment and based on the analysis of the advantages and disadvantages of existing project management models, a two-level management model of the project office of an educational organization is formed. This model consists of two levels: the upper (structural) level and the lower (process) one. The top level of the model describes the organizational structure of the project office. The manager divides the project team into separate groups, each of which is engaged in solving a specific task, compared with the key performance indicators of the project being implemented. The lower level of the model is aimed at describing the organization of work within a separate group. The organization of lower-level work is based on the Scrum methodology management model, adapted to the working conditions of the project offices of educational organizations. Conclusions. The two-level management model of the project office of an educational organization developed in the framework of the study is an effective tool for the implementation of project management technologies in the activities of modern schools, as well as for the further effective management of project offices responsible for the implementation of regional specialized education projects. The model describes the necessary organizational structure of the project office, as well as the way the project teams organize their work to solve key tasks. It should also be noted that the development of such tools forms the necessary methodological and scientific basis for further research on the application of project management in educational organizations.
