The impact of unemployment on the poverty rate of the Russian population

Keywords: unemployment, poverty level of the population, inequality, income of the population, social stratification, social stability

The problem of interconnection of unemployment and the poverty rate of the Russian population is one of the key issues in the field of socio-economic development. In an unstable economic situation caused by both internal structural transformations and external geopolitical challenges, an increase in the number of unemployed citizens directly affects a decrease in incomes of the population and an increase in poverty. The lack of stable labor income among the population reduces consumer demand, stimulates social stratification and exacerbates economic inequality. Studying the impact of unemployment on poverty is necessary to develop effective government support measures, employment programs, targeted social assistance and stimulation of economic activity in the country. The relevance of this topic is due to the need to maintain social stability and to ensure basic living standards for vulnerable categories of citizens. The purpose of the study is to assess the impact of the unemployment rate on the scale of poverty in Russia, analyzing the key factors of this relationship and developing measures to mitigate it through an integrated approach that covers both traditional and modern forms of employment, taking into account the changing economic environment. The objectives of the study are to identify problems and develop measures to reduce unemployment and poverty in Russia. Materials and methods. The research used data from periodicals, scientific articles, statistical data from the Federal State Statistics Service, and online sources. The study period is 2020–2024. The main research methods were analysis, observation, comparison, and statistical methods. Results. The paper presents the results of a study of the impact of unemployment on the poverty rate of the Russian population. It follows from the statistics that in 2020–2024 there is a significant reduction in unemployment in Russia, which is also related to import substitution and opening of new production facilities. There is a shortage of personnel. An increase in incomes of the population, an increase in the minimum wage and a decrease in unemployment have a positive impact on the poverty rate of the population. Despite this, more than 10 million people in the country still have incomes that are below the subsistence level, which requires continuing a comprehensive policy to combat poverty. To reduce unemployment and poverty, it is necessary to develop not only traditional but also modern forms of employment. The development of the gig-economy, freelancing and integration into international platforms will create alternative sources of income for the population, especially in regions with high unemployment. However, for a sustainable effect, systemic government support is necessary. Conclusions. The decrease in unemployment rate in Russia has had a positive effect on reducing poverty among the population in recent years. However, the situation remains heterogeneous. In economically developed regions, there is an active development of employment, including digital, while in remote and single-industry regions, unemployment remains high. Territories with low investment activity, weak infrastructure, and limited access to educational and professional opportunities remain particularly vulnerable. Unemployment continues to play a key role in generating poverty, especially in regions with insufficient economic diversification. A sustainable solution to the problem requires an integrated approach that can take into account regional specificities and develop both traditional and modern forms of employment.
