The article considers problems of assessing institutional infrastructure development in the system of regional socio-economic development provision. It characterizes rating assess-ment of efficiency in socio-economic development management of the regions of the Russian Federation; it analyzes indices of the final rating of management efficiency in subjects of the Russian Federation taking the leading position (first top ten regions-leaders) and in outsider subjects for 2016. The final rating of regional management effectiveness indicates the level of institutional infrastructure development in the regions and the quality of its elements (legal acts, rules, regulations etc.) in the management of regional socio-economic development. Institutional environment of entrepreneurship in the region shapes the business climate, and consequently the investment climate of the region.
