Introduction of media platforms in the field of state civil service development as a tool for training young personnel

Insufficient training of young specialists entering the civil service is a serious problem that reduces the effectiveness of the work of state bodies. Existing educational programmes often fail to adapt to the rapidly changing requirements of the digital era, and as a result, graduates do not have the necessary set of competencies to work with modern information technologies and interactive methods. The relevance of this study is conditioned by the need to find new approaches to the training of personnel capable of working effectively in the conditions of digitalisation of public administration. The use of media platforms in the educational process can be a promising solution that contributes to improving the quality of training, development of professional skills and adaptation to the modern realities of public service. The aim of the work is to develop recommendations to improve educational and information media platforms for training civil servants based on the analysis of existing practices implemented in the subject of the Russian Federation. Materials and methods. Theoretical analysis, analytical and expert methods, as well as content analysis of official portals of public authorities were used in the work. The materials of normative-legal acts, scientific literature and analytical publications were used. Results. The article analyses the practice of introducing media platforms in the system of development of civil service personnel potential. The article emphasises the importance of using information and communication resources, which have a number of advantages in terms of accessibility, flexibility and scalability of the educational process. The study notes the importance of using media platforms not only for training, but also for attracting young personnel to the civil service, forming professional communities and improving digital literacy. The media platform ‘Up!’ of the Ministry of Youth Affairs of the Republic of Tatarstan is cited as a successful example of a project on the use of information and communication resources. Conclusions. Based on the analysis of the existing practice of media platform implementation in one of the regions of the Russian Federation, as well as the activities of federal authorities, recommendations for improving the work of educational media platforms have been developed, including integration with other systems, improvement of the evaluation and feedback system, as well as the use of artificial intelligence technologies for information processing.
